The steering committee’s task is to monitor and coordinate the implementation of the strategy nationally. The strategy contains a number of principles and proposals for efforts that help support the implementation of the FAIR principles.
To support the efforts, the steering committee has set up five working groups, which consists of experts from private and public institutions, which must work to monitor and support developments in areas of action.

Working Group A - Policies, tools and research support for FAIR data management
The working group has prepared an action plan that addresses initiatives that require special national coordination of the following of the strategy's focus areas:
- To get professional groups across research institutions to define their own implementation of the FAIR principles.
- To define criteria for the value of data in relation to reusability and long-term storage.
- Within the subject areas to prepare recommendations of methods that ensure ongoing documentation of research data, as these are collected and generated, so that all necessary information is present when results are to be made available.
- That collaboration is established across research institutions on the provision of a data stewardship research support function, where this is beneficial based on, for example, a resource consideration, e.g., for larger cross-cutting projects. Major national initiatives are coordinated by DeiC.

Working Group B - Establishment of FAIR infrastructure with national DM services
The working group has prepared an action plan that addresses initiatives that require special national coordination of the following of the strategy's focus areas:
- To develop methods and infrastructure for long-term preservation of research data, adapted to research needs for diversity in object and file types, as well as scaling in relation to data volumes.
- To prepare and disseminate institutional guidelines for the use of data licenses primarily based on international standards.
- To expand the national service for data management plans with professionally adapted templates as well as adaptations that can make data management plans usable in connection with notification to the National Archives.
- That recommended services and infrastructures are certified according to international standards to the extent necessary, and that governance and policies ensure proper administration of access to data, also after researchers have left the institution.

Working Group C - FAIR financing plan
The Working Group has prepared an action plan that addresses initiatives that require special national coordination of the following of the strategy's focus areas:
- That a list of FAIR data management-related expenses (software, storage space, man-years) is established. The list is divided into sections, corresponding to the phases of the research process. It is indicative, and can be used by foundations and universities, as a starting point for the preparation and assessment of project plans, data management plans and budgets.
In addition to the above focus area, the Working Group will also:
- Communicate a model for implementing FAIR, and create a common understanding of the costs associated with FAIR for the research funding foundations.

Working Group D - Plan for building FAIR competences and knowledge
The working group has prepared an action plan that addresses initiatives that require special national coordination of the following of the strategy's focus areas:
- Development of relevant continuing education in FAIR, data management and data stewardship to be offered to researchers and data stewards at relevant professional levels.
- That knowledge of data management and the FAIR principles is made available at relevant stages of the researchers’ education, for instance at the PhD schools.

Working Group E - Plan for cooperation on security and GDPR
The working group has prepared an action plan that addresses initiatives that require special national coordination of the following of the strategy's focus areas:
- That there is collaboration across institutions on security with regards to securing Danish research data against abuse and against unwanted sharing with third parties who do not themselves live up to the basic values of open data.
- That the issues regarding GDPR rules are described with the aim of discussing how the sharing of research data across institutions and national borders becomes as smooth and agile as possible. The work may await the Agency for Danish Data Protection’s publication of new guidelines interpreting the GDPR rules within the research area.
